That's easy!
It must work for America the Beautiful.
It must work for the people to protect the people and our nation from every evil intent.
We don't put up with sabotage, sedition, or any attempt to take down our country.
Anyone working to take down our Constitutional government is committing treason.
It's easy to see.
Any clear patterns of anti-U.S. violations should be addressed and tried.
For repeated violations that show a clear pattern of treasonous intent, those situations could have public votes to decide fate - just like they did in Rome.
Capital punishment must be on the table for maximum incentive not to be caught.
I'm sure there are other ways but this would work.
